Yes, crypto is legal in Russia, within limits. Russians may own crypto, and since September 1, 2026 they can buy and sell it through licensed Russian intermediaries under a new market law. Using crypto to pay for goods and services inside the country is still prohibited, as of October 2026.

Is bitcoin legal to trade in Russia now?

Yes, through regulated channels. On July 21, 2026 the State Duma passed a law regulating the circulation of cryptocurrency, which took effect on September 1, 2026, according to the Bank of Russia. Firms have until July 1, 2027 to obtain licenses and meet the new rules.

The law splits buyers into two groups, and both must pass a test before trading:

  • Ordinary (non-qualified) investors may buy only the most liquid coins, up to 300,000 rubles a year, through an intermediary.
  • Qualified investors face no cap and may trade any cryptocurrency.

Crypto exchanges, brokers, asset managers and digital repositories will form the licensed market, and only firms on a special registry may run an exchange, CoinDesk reported. Russia's largest bank, Sberbank, has said it plans to have its crypto trading infrastructure ready by December 1. Russians who trade abroad must use foreign bank accounts and report crypto held overseas to the tax authorities.

Can you pay with crypto in Russia?

No. Federal Law 259-FZ, in force since January 2021, defined digital currency and barred Russian residents and companies from accepting or making payments in it for goods or services, according to the law firm Dechert. The 2026 law keeps that ban.

There are exceptions. Exporters and importers may settle foreign trade contracts in crypto, and some transactions involving mined coins are allowed. Banks are barred from promoting crypto payments and must refuse transfers to suspected unlicensed exchanges.

What is Russia's digital financial assets law?

The same 2020 law, 259-FZ, created digital financial assets. These are digital rights, such as monetary claims or rights in securities, issued by an identifiable issuer and recorded by a licensed platform operator. They are closer to tokenized securities than to bitcoin.

Under the 2021 rules, courts would protect claims to crypto only if the owner had declared it to the tax authorities. CoinDesk reports that the 2026 law gives holders court protection whether or not the assets were declared earlier.

What does Russia's crypto mining law say?

A law signed on August 8, 2024 legalized crypto mining from November 1, 2024, Interfax reported. Companies and individual entrepreneurs who mine must join a register kept by the digital ministry. Private citizens can mine without registering if they stay within government power limits, and the government can ban mining in some regions.
