How does Taiwan crypto regulation work today?
Taiwan built its rules in steps.
- 2021. Businesses handling crypto were brought under the Money Laundering Control Act from July 1, 2021, the FSC said.
- 2023. The cabinet named the FSC as the regulator for crypto platforms in March 2023. In September the FSC issued guiding directions on transparency, custody of customer assets and internal controls, and told the industry to form a self-regulatory association.
- 2024. TRM Labs reports that mandatory registration under the money laundering law took effect on November 30, 2024. Offshore firms must set up a local company or branch to register. Unregistered operation can bring up to two years in prison.
These steps follow the global standards described in crypto anti-money laundering rules.
What is Taiwan's Virtual Asset Service Act?
The Legislative Yuan passed the Virtual Asset Service Act at third reading on June 30, 2026, Decrypt reported. It moves crypto firms from registration to full FSC licensing. Its main points:
- Seven license types. These include exchanges, trading platforms, transfer, custody, underwriting and lending.
- Transition. Firms already registered have 12 months from the start date to apply and 21 months to be licensed, with one possible three-month extension.
- Stablecoins. Local stablecoin issuers need consent from the central bank and FSC permission, must hold full reserves in trust, and cannot pay interest to holders.
- Penalties. Running an unlicensed business can bring up to seven years in prison. Fraud and market manipulation can bring three to 10 years and fines up to NT$200 million.
When does Taiwan's crypto law take effect?
Not yet. The cabinet sets the start date. TRM Labs reports that the FSC plans for the Act and nine sets of supporting rules to take effect together, in the first quarter of 2027 at the earliest, and DigiTimes reports the same timetable for the regulations. Until then, the registration system remains in place. Taiwan's approach can be compared with its neighbors in crypto regulation around the world.
Rules differ by country and change often. Check the regulator's website or a qualified professional for your own situation.
