How is crypto taxed in Turkey?
Turkey has no crypto-specific tax law as of October 2026. A 2026 bill for a transaction tax and a 10% withholding tax on gains was withdrawn in March.
Turkey crypto tax rules are unsettled. As of October 2026 there is no crypto-specific income tax, transaction tax or VAT rule in force, even though the government tried to introduce one in early 2026. Crypto platforms are regulated under capital markets law, which is covered in the guide on whether crypto is legal in Turkey.
Is there a crypto tax in Turkey?
Not one written for crypto. Law No. 7518, published on July 2, 2024, put crypto service providers under the Capital Markets Board (SPK), but it was a regulatory law, not a tax law. An EY Turkey review in 2025 noted that the taxation of individuals' crypto gains had not been regulated.
The general Income Tax Law taxes gains from selling certain listed assets. Crypto is not named on that list, and the Revenue Administration (GİB) has not confirmed whether the regime covers it. Tax guides in 2026 therefore caution against assuming that general exemptions or loss offsets apply. Companies are a different case, because their trading gains form part of ordinary corporate income.
What did the 2026 crypto tax bill propose?
On March 2, 2026, the ruling AK Party submitted an omnibus bill to parliament that included crypto. According to Bloomberg HT's report on the text, it would have:
- added a crypto article to the Income Tax Law, with platforms licensed under capital markets law withholding 10% of users' gains and paying it quarterly;
- created a transaction tax on sales and transfers carried out through crypto service providers, which would have been the taxpayers;
- let the president raise or lower the rates within set limits.
Press reports differed on the transaction tax rate, with some giving 0.3% and others 0.03%. The parliamentary Plan and Budget Committee approved the articles in early March.
Why was the Turkey crypto transaction tax withdrawn?
On March 27, 2026, during the General Assembly debate, the crypto articles were removed from the bill at the AK Party group's request. A party deputy chair said the provisions needed reconsidering because the sector was changing quickly. Bloomberg HT reported the withdrawal followed talks with opposition parties, which had objected strongly. The rest of the bill went ahead without them.
Could Turkey tax crypto later?
Yes. Officials said the provisions could come back in a separate bill. As of a May 2026 report, no new draft had been published, and exchanges were not withholding tax. Any future law would take effect only after it passed parliament and appeared in the Official Gazette.
