Crypto is legal in Ukraine in the sense that owning, buying and selling it is not prohibited. The catch is that Ukraine's crypto law exists on paper but is not yet working. As of October 2026, the country is still waiting for parliament to finish a tax bill that switches the whole framework on.

Is bitcoin legal in Ukraine?

Yes. The Verkhovna Rada adopted the Law on Virtual Assets in February 2022, and President Zelensky signed it on March 16, 2022, according to the Diia government portal. The law defines what virtual assets are, who owns them and how service providers register. It names the National Bank of Ukraine and the National Securities and Stock Market Commission (NSSMC) as regulators.

The law does not make bitcoin money, though. The hryvnia is Ukraine's only legal monetary unit, and the National Bank has said bitcoin cannot be used as a means of payment. You can hold it as an asset, not pay taxes or wages with it as currency.

Is crypto illegal in Ukraine while the law waits?

No, but it sits in a gap. The 2022 law says it enters into force only when Tax Code amendments on virtual asset taxation do. Those amendments are bill 10225-d. The Rada backed it at first reading in September 2025 with 246 votes, Ukrinform reported.

Since then the bill has stalled. In January 2026 the finance committee chair, Danylo Hetmantsev, expected a second reading within weeks, Incrypted reported. By late July 2026 the final vote had slipped to autumn, with disagreement between the central bank and the NSSMC cited as one cause. As of October 2026 it is still awaiting second reading, per Sud.ua.

What crypto tax law is Ukraine planning?

The first-reading text of 10225-d proposed an 18% personal income tax plus a 5% military levy on crypto gains, with gains worked out as sale income minus purchase costs. It also proposed a lower 5% rate during the first year for assets bought before the law starts. More than 2,500 amendments have been filed, so the final rates may change. The bill draws on the EU's MiCA rules.

Is crypto mining legal in Ukraine?

Mining is treated as a lawful business activity. In 2018 Ukraine's State Service of Special Communication said mining companies did not need a licence to operate, UNIAN reported. Miners still have to follow ordinary tax and energy rules.
