Yes, crypto is legal in Israel. People can buy, hold and trade it, and Israel regulates the businesses that offer crypto services rather than banning the assets. As of October 2026, crypto is not legal tender, and several regulators share oversight.

Is bitcoin legal in Israel?

Yes, owning bitcoin is legal. In February 2014, the Bank of Israel, the Israel Securities Authority (ISA), the Israel Tax Authority, the Capital Market department and the anti-money laundering authority issued a joint notice on virtual currencies. It said bitcoin and similar coins are not legal tender in Israel, so businesses are not required to accept them. The notice listed risks such as fraud, theft, price swings and unlicensed trading platforms, and urged the public to be careful.

What are Israel's crypto laws?

Israel does not have one single crypto law. Instead, existing rules have been extended:

  • Capital Market, Insurance and Savings Authority. Since a 2016 law on supervising financial services, brokers and custodians of virtual currencies need a licence from this authority. The first crypto licence was issued in September 2022, and the Legal 500 guide counts five licensed firms in total.
  • Israel Securities Authority. It oversees security tokens and has proposed bringing more digital assets under securities law. Those changes had not been approved when the Legal 500 guide was written.
  • Bank of Israel. Banking Directive 411, updated in May 2022, sets how banks handle deposits that come from crypto. Banks should not refuse such activity automatically, but they must manage risk, and activity above ILS 100,000 a year triggers a source-of-funds check.

In November 2022 the Ministry of Finance published a roadmap that called for finishing licensing for digital asset service providers, enforcing against unlicensed firms serving Israelis, and putting large stablecoins under the Bank of Israel. For how stablecoins work, see what is a stablecoin.

Is crypto trading legal in Israel?

Yes. Individuals can trade crypto. The licensing duty falls on businesses that broker or hold crypto for others. Israeli regulators have also tested new ideas. In March 2024, Bits of Gold launched BILS, a shekel-pegged stablecoin, in a sandbox pilot supervised by the Capital Market Authority, according to the Legal 500 guide.

Enforcement can apply to firms that mishandle crypto money. In March 2024, an Israeli sanctions committee fined IBI Investment House NIS 700,000 over converting digital currency to fiat and depositing it in Israeli bank accounts.
