Crypto is now regulated in Jordan. A 2025 virtual assets law makes the Jordan Securities Commission the licensing body, ending years of central bank bans.
Crypto is now legal and regulated in Jordan, after years in which the central bank barred financial firms from dealing in it. A virtual assets law passed in 2025 sets up licensing through the Jordan Securities Commission (JSC). As of October 2026, crypto still cannot be used for payments unless the central bank allows it.
Is bitcoin legal in Jordan?
Bitcoin was long treated with suspicion. The Jordan Times reported, in an article from around 2014, that the Central Bank of Jordan (CBJ) said virtual currencies, especially bitcoin, are not legal tender. The CBJ had sent a circular that barred banks, exchange houses, finance companies and payment firms from dealing in them.
That changed with Law No. 14 of 2025 Regulating Dealing in Virtual Assets. Law firm Al Tamimi describes it as a shift from a total ban to regulation. The law was published in the Official Gazette on June 16, 2025 and took effect on September 14, 2025. It does not make bitcoin legal tender. The CBJ alone decides whether any virtual asset can be used as a means of payment, and licensed providers cannot use crypto for payments unless it does.
What does Jordan's crypto regulation require?
The law names the JSC as the main regulator, with powers to license, supervise and inspect virtual asset service providers. Only licensed companies may offer crypto services in or into Jordan, and individuals are barred from providing these services to others. Breaking this rule can bring at least one year in prison, a fine of JD 50,000 to 100,000, closure of premises and confiscation of equipment.
The JSC's Licensing Regulation No. 94 of 2025 adds the details. It covers four activities: running a trading platform, custody, brokerage, and services for token offerings. Minimum paid-up capital ranges from JD 500,000 for offering services to JD 3 million for platforms. Providers must segregate client assets and pay clients' money into their own bank or payment accounts. Margin financing for clients and CFD trading are banned. Licensed firms are also covered by anti-money laundering law. For background, see crypto anti-money laundering rules.
Is crypto trading legal in Jordan?
Trading through a JSC-licensed provider is the route the law creates. Before trading, clients must sign a risk acknowledgment, and the JSC can limit the value and number of assets clients trade or hold. Providers must keep a complaints unit and spell out fees in client contracts. A draft of the licensing rules was published in October 2025, and the JSC later issued the final regulation, so the JSC is the place to confirm whether a platform holds a licence.
