Is bitcoin legal in Qatar?
No, in practice. In February 2018 Qatar Central Bank (QCB) told all banks operating in Qatar that bitcoin trading is not allowed. Banks may not deal in or exchange bitcoin, open accounts for it, or send or receive transfers to buy or sell it. Breaches can be penalised under the central bank law, Law No. 13 of 2012. Banks pass this on to customers. HSBC Qatar, citing QCB Circular 6/2018, says it will decline transactions it suspects are linked to bitcoin dealing.
Is crypto banned in Qatar?
Broadly, yes. A 2021 Library of Congress survey, reported by Decrypt, counted Qatar among nine jurisdictions with an absolute ban, alongside countries such as Algeria and Nepal. The is crypto mining legal guide uses the same survey to note that countries with total bans effectively ban mining too.
The Qatar Financial Centre (QFC), the country's business and finance hub, follows the same line. In December 2019 its regulator, the QFCRA, said virtual asset services may not be conducted in or from the QFC. That covers exchange between crypto and cash, crypto-to-crypto trading, custody and related services. Enforcement has been questioned. A 2023 Financial Action Task Force report said the QCB had made little effort to enforce its ban on crypto service providers.
Is crypto trading legal in Qatar?
No licensed crypto trading exists. With banks barred from crypto transfers and the QFC closed to exchanges, Qatar has no regulated platform for buying bitcoin or other cryptocurrencies. Global exchanges face similar limits in many places, as explained in why is Binance banned in some countries.
What is the Qatar tokenization framework?
On September 1, 2024, the QFC launched its Digital Assets Framework under the QCB's Third Financial Sector Strategy. It gives legal recognition to tokenisation, to property rights in tokens and their underlying assets, and to smart contracts, and it covers custody, transfer and exchange. Permitted tokens represent verified real-world assets or rights, such as real estate or sukuk. Cryptocurrencies, stablecoins and central bank digital currencies are classed as excluded tokens.
