Is crypto legal in Kyrgyzstan?
Crypto is legal in Kyrgyzstan under the Law On Virtual Assets, with licensed exchanges and registered mining, though power shortages have halted mining farms.
Crypto is legal in Kyrgyzstan as of October 2026. The country has a Law On Virtual Assets that licenses exchanges and crypto platforms, and in recent years it has moved to expand the sector, including plans for state mining and a state crypto reserve. Mining, however, depends heavily on the country's limited electricity supply.
Is bitcoin legal in Kyrgyzstan?
Yes. Buying, holding and trading bitcoin is legal, and businesses that serve users need a licence. Legal entities that want to operate as a virtual asset service provider must apply to the authorised body, 24.kg reported.
The licensed market is sizable. Akchabar reported in May 2026 that the Financial Market Regulation and Supervision Service (Finnadzor) had issued 148 licences, including 140 to exchange operators and 8 to crypto platforms, plus certificates to mining companies. Taxes paid by crypto firms rose to over 2.1 billion som in the first 11 months of 2025.
Policy is still moving. In May 2026 the Ministry of Economy proposed letting banks and microfinance firms buy, sell and exchange crypto. They can currently only store and transfer it, Akchabar reported.
What changed in Kyrgyzstan crypto law in 2026?
Parliament adopted amendments to the Law On Virtual Assets on December 4, 2025, and President Sadyr Japarov signed them in January 2026, Akchabar and 24.kg reported. The changes:
- define stablecoins and real world asset (RWA) tokens
- add the concepts of state crypto mining and a state cryptocurrency reserve
- let the president set up a time-limited regulatory sandbox in a chosen territory
- require miners to register
When the bill passed in September 2025, ForkLog noted that the state reserve was part of it, but the bill did not say which coins the reserve would hold. For background on related tokens, see what is a stablecoin and what are real world assets in crypto.
Is bitcoin mining legal in Kyrgyzstan?
Yes, with registration. Under the amended law, individuals who mine must register, and entrepreneurs and companies may mine once they receive a certificate, 24.kg reported.
Electricity is the main constraint. In November 2025, the head of the State Committee for National Security announced that all mining farms would be suspended until March 2026 because low water levels had cut hydropower output, and warned of criminal liability for anyone restarting, Caspian Post reported. Finnadzor data reported by Akchabar show miners used about 213 million kWh in 2025, about 1.1% of national consumption, with use dropping to zero in December. The president said only two official farms operate, both under state control.
