Is crypto legal in Uganda?
Crypto is not banned in Uganda, but it is not legal tender, no crypto firm is licensed, and banks may not facilitate crypto deals. A framework is planned.
Crypto is not banned in Uganda, but it sits in a legal gray zone. As of October 2026 crypto is not legal tender, there is no virtual asset law and no crypto firm holds a license. People who use it do so at their own risk, according to the Bank of Uganda.
Is bitcoin legal in Uganda?
Owning bitcoin is not illegal, but it has no legal protection. In a November 2025 keynote published by the Bank for International Settlements, Bank of Uganda Governor Michael Atingi-Ego said virtual assets are not legal tender and that participation is at one's own risk. He described Uganda's approach as a pause to build understanding, "not a prohibition", and said outright bans would only push activity underground.
Is crypto trading legal in Uganda?
There is no licensed way to do it locally. The governor said Uganda has no licensed virtual asset service providers. In April 2021 the Bank of Uganda told the financial service providers it supervises not to facilitate crypto transactions, under threat of losing their licenses, Mariblock reported. In 2019 the finance minister had called crypto exchange activities unregulated and illegal without banning virtual assets themselves.
People still trade, mostly outside local institutions. A 2025 national risk assessment by the Financial Intelligence Authority (FIA) found heavy use of decentralized platforms, 84.5% by the governor's account, and widespread use of stablecoins for remittances.
What is Uganda's crypto regulation plan?
The main rules today are about money laundering. A 2020 amendment to the Anti-Money Laundering Act added virtual asset service providers to the entities that must report suspicious transactions, AllAfrica reported in March 2026, and the FIA says it monitors crypto flows into and out of the country. See crypto anti-money-laundering rules.
A fuller law is still being developed. In 2023 the finance ministry refused financial clearance for a private member's bill that would have given the Capital Markets Authority power over virtual assets, The Independent reported. The ministry said then that crypto business is not legal in Uganda.
The governor has since proposed a framework built on six pillars, including licensing, protection of client assets, the FATF travel rule and cybersecurity. Payment-related assets would go to the Bank of Uganda and investment-related ones to the Capital Markets Authority, similar to neighboring Kenya. He set no deadline. Rules differ by country and change often. Check the regulator or a qualified professional for your own situation.
