Is crypto legal in Uruguay?
Crypto is legal in Uruguay. A 2024 law put crypto service providers under the central bank, and new BCU licensing rules apply from September 2026.
Crypto is legal in Uruguay as of October 2026. People can buy, hold and trade bitcoin and other crypto, and the country now has a dedicated licensing regime for the companies that offer these services. The rules are run by the central bank, the Banco Central del Uruguay (BCU).
What are Uruguay's crypto laws?
The starting point is Law 20.345, approved by the executive in September 2024. It created a legal framework for virtual assets and treated the firms that provide crypto services as part of the supervised financial sector, DPL News reported. A later law, Law 20.446 from late 2025, removed an earlier split between "financial" and "non-financial" providers, according to El Observador.
The BCU first put a draft rulebook out for public comment in August 2025, RSM noted. The final version came in July 2026, when the BCU added a new chapter for virtual asset service providers to its securities market rules.
How does Uruguay's crypto regulation work?
The 2026 rules cover companies that habitually exchange crypto for pesos or other currencies, swap one crypto for another, transfer crypto, hold it in custody, or help sell new tokens. Firms that only write software are excluded, El Observador explained.
Providers must be set up as commercial companies or branches of foreign firms and pass an authorization process. Among the key requirements:
- Client funds must be kept separate from the company's own money.
- Custody providers need minimum capital, guarantees and a deposit with the BCU.
- Transfers must carry sender and beneficiary details, similar to international bank wires.
- Automated crypto terminals face a daily limit of USD 1,000 per client.
Existing operators can apply from September 1, 2026 to March 31, 2027 and may keep operating while their file is reviewed, Ferrere reported. These checks follow the global crypto anti-money laundering rules set by the FATF.
Is Uruguay crypto friendly?
Uruguay has chosen to regulate crypto rather than restrict it. The law and the BCU rules accept crypto businesses as long as they get authorized, protect client assets and run KYC checks. That gives users clearer protections, but it also means more paperwork for companies, and El Observador describes the framework as a first version the regulator may adjust.
Where can you buy bitcoin in Uruguay?
In general, people in Uruguay access crypto through online exchanges and apps, peer-to-peer trading, and crypto terminals. Under the new regime, any company offering these services to the public must apply for BCU authorization, so checking whether a provider is in that process is a sensible first step.
