Crypto is legal in Rwanda as of October 2026, within a licensing system created by a 2026 law. Rwanda's first virtual asset law lets licensed companies offer crypto services and puts the Capital Market Authority in charge. It also sets heavy fines and possible prison terms for unlicensed activity.

Is bitcoin legal in Rwanda?

Bitcoin and other virtual assets now have a legal framework. Before 2026, the National Bank of Rwanda (BNR) treated digital currencies as illegal, KT Press reported. In March 2026 the cabinet approved a draft law, and parliament passed it 69 votes to 0 in a joint session.

The result is Law No. 023/2026 of May 25, 2026 regulating virtual asset business, published in the Official Gazette on May 28, 2026 and in force from that date, according to Andersen Rwanda. The law says virtual assets are not legal tender and cannot be used to pay for goods or services without the central bank's authorisation.

How does Rwanda crypto regulation work?

The Capital Market Authority (CMA) is the regulatory authority for virtual asset business. It handles licensing, supervision and enforcement. The BNR stays involved where crypto activity touches monetary stability or the national payment system, and the two bodies must cooperate.

Only legal entities can apply for a license. Firms must be incorporated in Rwanda, or registered with a local presence if they are foreign, and must show clear ownership, fit and proper management, enough capital and working anti-money laundering controls, ENSafrica reported. Licensed firms must file quarterly reports. Capital amounts and the application process will be set out in regulations still to be issued. Individuals are expressly banned from running a virtual asset business. For how these controls usually work, see crypto anti-money laundering rules and what is KYC.

Penalties are steep. Offering services without a license can cost a company RWF 70 million to 100 million, and an individual who runs a crypto business faces RWF 30 million to 50 million in fines, three to five years in prison, or both.

Is crypto mining legal in Rwanda?

Only with permission. The law makes it an offence to operate a virtual asset mining facility without authorisation from the CMA, working with other relevant authorities. The same rule covers crypto ATMs and mixer or tumbler services that hide where funds came from. Unauthorised mining can bring fines of RWF 20 million to 30 million and up to three years in prison for individuals, and RWF 70 million to 100 million for companies.

The law sets rules for businesses. The sources reviewed do not address whether individuals may simply hold crypto for themselves. For a global view, read is crypto mining legal and crypto regulation around the world.
