Crypto is legal in Nicaragua as of October 2026. People can own and use it, and companies that want to provide crypto services must get a licence from the Banco Central de Nicaragua (BCN). The central bank's rules treat crypto as separate from legal tender money.

Is bitcoin legal in Nicaragua?

Yes. Rather than banning bitcoin, Nicaragua regulates the firms that handle it. The central bank first brought crypto firms into its rules in April 2022, when a regulation for payment fintechs and virtual asset providers took effect and required crypto service providers to register and apply for a licence, Consortium Legal reported.

The current rule treats crypto as something separate from money. It defines fiat money as legal tender issued by the BCN or another monetary authority, and it expressly says virtual assets do not include digital forms of fiat money.

How does Nicaragua's crypto regulation work?

The BCN's governing council approved the current Norma on April 23, 2025, and amended its capital chapter on August 20, 2025. Its main points:

  • Only entities with a BCN licence or registration may operate. The PSAV licence is separate from the payment services licence.
  • Covered activities include exchanging crypto for fiat or other crypto, transfers, custody, and services linked to token sales.
  • Applicants must be a sociedad anónima, present a business plan and show a secure technology platform.
  • Minimum capital is C$11 million for exchange with fiat or custody, and C$7.4 million for other activities.
  • Client crypto and money must be protected and kept separate.
  • Banks supervised by the SIBOIF do not need a PSAV licence but must register with the BCN first.

Operating without a licence can lead to fines under Law 1232. These rules sit alongside the anti-money laundering law, Law 977. See crypto anti-money laundering rules for the global standard behind them.

How do people buy bitcoin in Nicaragua?

The Unidad de Análisis Financiero's 2024 national risk assessment gives a picture of real use. It found that no PSAVs were yet registered in Nicaragua, that users mainly hold stablecoins such as USDT and USDC plus bitcoin, and that they reach them mostly through foreign centralized exchanges. Crypto activity was estimated at about 0.016% of GDP. The study rated fraud and scams as a rising threat and noted gaps such as the lack of travel-rule duties for transfers.
