Crypto is legal in Mongolia as of October 2026. People can buy, hold and trade it through registered service providers, and the country has had a dedicated law since 2022. Crypto is not money, though. The law states that virtual assets are not legal currency and are not certified by the central bank or the government.

Is bitcoin legal in Mongolia?

Yes. The Law of Mongolia on Virtual Asset Service Provider was adopted on December 17, 2021 and took effect on February 25, 2022, according to the law firm GRATA International. Before that, a 2021 interview published by Mongolia's Financial Information Unit described crypto as largely outside any legal framework, with citizens trading on foreign platforms using international bank cards.

The law was written partly to meet the FATF's standard on virtual assets after Mongolia left the FATF grey list in October 2020. For what that list means, see what is the FATF grey list.

Under Article 9 of the law, virtual assets are not legal currency. The definition excludes official digital currency, securities and electronic money licensed by the Bank of Mongolia. The Bank of Mongolia has also said crypto is not an official means of payment, according to an Elliptic country guide written with GRATA.

Is cryptocurrency legal in Mongolia for trading?

Yes, through registered providers. The FRC registers companies that offer virtual asset services, such as exchange between crypto and money, and can restrict, suspend or deregister them. Applicants need a four-year business plan, anti-money laundering controls and capital set by the FRC. Providing services without registration is prohibited, and violations can bring liability under the Criminal Code or the Law on Violations.

The market is active. The FRC's 2025 annual report says 12 legal entities operate as virtual asset service providers, with 709,567 registered users, of whom 18,463 actively trade. The FRC revised its rules on provider activity in 2025 and, with the Bank of Mongolia and the Financial Information Unit, inspected all 12 registered providers on site. For the AML side, see crypto anti-money laundering rules.

What about Mongolia crypto mining?

The 2021 law regulates service providers and does not address mining. The FRC's annual report covers trading and supervision, not mining, so there is no specific mining regime to describe from these sources.

One common confusion is worth clearing up. Some news stories about a "Mongolia mining ban" refer to Inner Mongolia, a region of China, not to the country of Mongolia. Inner Mongolia imposed an all-out ban on crypto mining in 2021 and proposed tougher rules to enforce it, Forkast reported, in line with China's wider crackdown. That ban does not apply in Mongolia. Rules differ by country and change often. Check the regulator or a qualified professional for your own situation.
