Crypto is not illegal in the Dominican Republic, but it sits outside the regulated financial system. People can buy and hold bitcoin, yet the central bank does not back or authorize it and nobody has to accept it as payment. As of October 2026, Congress has not passed a dedicated crypto law.

Is bitcoin legal in the Dominican Republic?

Owning bitcoin is not a crime. In a September 2021 statement, repeating a warning first issued in June 2017, the BCRD said that bitcoin, ether and similar assets have no legal tender status and cannot settle public or private debts, Acento reported. The Dominican peso is the only currency with that power under the constitution.

The central bank also said crypto does not count as foreign currency under the exchange regime and lacks the protection of Dominican law. Anyone who buys it or accepts it in trade does so at their own risk.

How is crypto regulated in the Dominican Republic?

So far, mostly through warnings and general law. The BCRD's 2021 statement told banks, remittance and exchange agents, and securities and insurance firms about the risks. It added that a regulated Dominican institution taking part in crypto trading could be sanctioned under the Monetary and Financial Law for prohibited operations. That is a limit on supervised institutions, not a ban on individuals.

The first law to name crypto directly is the new Penal Code, Law 74-25, which took effect in August 2026. Its Article 240 treats pyramid schemes that collect money or digital assets, including crypto, tokens and NFTs, as fraud, CriptoNoticias reported. Everyday activities such as buying, storing or paying with bitcoin are not offenses under it. For warning signs of these schemes, see common crypto scams.

Is the Dominican Republic crypto friendly?

The picture is mixed. There is no ban and a local bitcoin community is active, but users get no regulatory protection. Two bills sit in the Chamber of Deputies. One, filed on March 16, 2026 by deputy Carlos De Pérez, would have the securities regulator certify crypto providers and keep a registry, require KYC and anti-money laundering checks, ban pyramid schemes, and set tax rules for gains, staking, airdrops and mining. It would take effect 18 months after publication if passed. A broader bill would create a national council for digital assets. In August 2026 CriptoNoticias reported that both were stalled.
