Is bitcoin legal in Finland?

Finland's Act on Virtual Currency Providers defined virtual currency as something that is not a legal means of payment but can be used as one, Hannes Snellman explains. How does Finland crypto regulation work?

Finland started regulating crypto firms early. From November 1, 2019, only providers registered with FIN-FSA and meeting EU anti-money laundering rules could operate in Finland, Crowdfund Insider reported. FIN-FSA checked their anti-money laundering procedures, how they protected client assets and whether managers were fit and proper. Five firms were registered in that first round.

MiCA replaced that system. ESMA's list of national transition periods shows Finland chose six months rather than the 18 allowed, and FIN-FSA announced that the national transition period for virtual currency providers ended on June 30, 2025. Since then, providers serving Finnish clients need a MiCA licence from FIN-FSA or another EU regulator.
